Same reason Diablo 3's real money auction house ran into problems in some areas. The whole "randomly dropped items exchanged for real money in the game" runs close to various gambling/online gambling related laws. Think of the game as a casino, the combat a game of chance like roulette, and the items as the chips won at the game of chance to be exchanged for cash elsewhere in the casino.
And rather than face the issue and possibly come out on the losing side, GGO's developer opted to be a more difficult target by making it difficult to locate who you really need to sue. |
