So it was mentioned by the Dragon King that Arc is not "all there" with regards to his soul/body due to transferring worlds, and then Arc appears have this dream of himself being an undead mage. Could this new character be the part he's missing?

I agree with that, but if he's another person why would Arc dream about him? Unless that was some weird author trick and that wasn't actually Arc's dream, but the chapter title and Arcs description of the dream as a "Nightmare" make that less likely in my opinion.

How about this: Arc isn't a gamer, he's a GM!
Wandering around answering the ticketsprayers of helpless playerscitizens, vanquishing bugsdemons and PKersevildoers. He knows what happened to that other skeleton because of a report, and in this world... a report assumes the form of a vision. xD |

Just read the raws in volume 5 and gotta say the ending is so freaking sad!!! For Chiome to be reunited with her lost brother and for that to happen!!! Though this is also setting the tone for how Arc will be drawn into the conflict between the royals for the throne. No doubt if he's accepted by the elves they may ask him to become a body guard for the princess and also that evil woman shown in the illustrations in volume 4 may become the first prince's fiancée strengthening his power for the throne. This will bring forth the plot of Arc having to battle the other skeleton mage whose from the same world as him.
