Sure, Ise would ogle at and be mesmerized by hot mothers and other MILFs like Grayfia like any straight male who likes big breasts would be, but he still wouldn't lay a hand on them. I'm not sure if Yasaka is completely off-limits, though, as she doesn't have a husband at all. Didn't watch the special yet, but in the SS he wasn't attracted to her at all. Did he say she was hot? Yes, but he didn't stare or ogle at her.

Yes he did, there was a long paragraph of Issei praising every part of Grayfia's body in the beginning and he apologizes to her in the end for staring at her breasts even when they were having a serious conversation

"Oppai Is the Sun" is probably the one where we learn how Ise got to like breasts so much (the one that tells us that he met a perverted old man who told perverted stories to children and told him about the joys of breasts when he was a kid). I'm not sure, but I think it could be that one. I'll have to make sure. Don't know at all about the other one, though.
