It's been always a rule that within Academy City that when magic forces invade Necessarius, AC's ally, will assist Aleister to clean the trouble yet Touma is allowed to participate, which brings up the implications regarding his power.
And yes lol, the #3 getting either left behind, ignored or being told to "go home" were quite common
