So far the only carriers to show up are the ones that use bows and arrows. The others that use scroll decks and paper have not shown up yet. Might be a design choice to keep the audiance from asking even more questions.

Shouhou-class uses a bow. As does Houshou, and Ryuuhou.
The scroll users are Ryuujou, Unryuu-class, and Hiyou-class. Chitose-class is even more odd as the seem to use puppet airplanes. Taihou uses a crossbow, so that might fit in as a more advanced carrier.

Seriously speaking, one of the traits of of the mythical Amazon women as that they cut off one of their breasts in order to be able to fire a bow and arrow more quickly and smoothly. Granted, the way Japanese Archery (Kyuudo) is done is a bit different from the western method (The bow is normally raised above your head and brought down to aim, as opposed to being drawn straight at chest level in western archery), so it's probably much less of a concern.
All the carriers were drawn by different artists initially, right? Could just be the artist doing a different take with the Chitose-class.

Going through the artist list, I think this may really be a case of artist's preferences =3. Shibafu (1st & 2nd CarDiv, Houshou) goes for daikyu with noticeable joints while Konishi (5th CarDiv, Zuihou) drew shorter ones. All the onmyouji & puppeteers come from Kuurokuro and bob, whose only carrier was Shouhou, used an unconventional design for her bow =3
