Only half kidding, but I think judging from what we've seen of a bellri so far, he's a deeper character than he appears. He might have some misgivings about the new Capital Army that he hasn't shown so far, and obviously the Capital Army isn't exactly a nice bunch either.

He's one of those who secretly established the Capital Army, but he seems to be talking with a Director of something so he's not the only one.

This stuff is all explained in background material published so far, and briefly alluded to in the show itself. The end of UC was more than a thousand years ago, Earth Federation is long gone and towards the end of UC most of humanity died off and had to resort to cannibalism of kuntala, etc., prior to humanity starting fresh in the Regild Century.
Similar to Gundam AGE, most mobile suit tech is based off of old tech records (called Blueprints of Hermes' Roses) from the previous century but obviously not all of the tech from UC have been adapted for use so far. Usage of MS in RC is a recent development.
