I hadn't thought about it, but it indeed wouldn't be surprising if the stepmother is the one who told the father to send her to Kiyoka in order to make her life even more miserable and finally be rid of her for good. If Miyo had married Kouji's brother, she'd still be part of the family and she most likely couldn't stand that.
