@ Lucidrago for Kunou it would have sense became a Issei's servant, in this way she could get more close to Issei, Ophis and Lilith.
I was thinking that maybe Issei wouldn't complete his peerage in the near future, but if there would be a time skip a teenager Kunou could take some of her pawns.
Well is just hypothesis which I myself doubt.
