Well, you can see Touko brushing against Rin and Sakura as they enter the workshop, though they don't seem to recognize her. And Rider is wearing Touko's mystic eye cancelling glasses in the end, right?
So I'd say she definitely gave a big hand, but didn't want to get personally involved. Sounds pretty in character for her - she has more important people to hang around with but damn...these kids have a servant living with them, and they resurrected a guy using the third magic? That's just too interesting, so Touko wouldn't totally turn them down.
