In Ryou no oshigoto he greatly reduced the main heroines screentime in favour of the popular character and bent the knee giving said character everything she and her fans asked for in the span of just two volumes: love, powers, screentime... now the author is on damage control trying to convince readers he totally didn't leave the other heroines out
On the other hand here with Toaru the author is using her as the franchise pet character, she's there but as you said her role doesn't goes beyond being a support
