C.R. has been pretty weird about how they do OVAs. Memory Snow in a particular came out out like 2 years ago and the BD released just June of last year. This not even the first time has aired on Japanese TV, but we got nothing radio silence about licensing despite Re0 being one of the most popular shows on their platform.
I can only assume that Kadokawa was the issue or maybe their knew this was going to happen and they held off until then. Eitherway, I agree there should be very little chance of C.R ignoring this now.
