Depth of 1 km, not radius of 1 km a magic affecting only a kilometer can't be considered strategic class. It is a move-type magic manipulating the water so she doesn't need to see her targets, she simply manipulates the water, which will destroy enemy boats. Her allies can give her more precision anyway.
