This is a really late reply, but... the PS3 and PS4 and Vita are all essentially region-free (though your online account/store is by region). However, there isn't really a good "kill two birds with one stone" combo in your case.

PS4: Region-free, but not backwards compatible
PS3: Region-free, but models that were backwards compatible with PS2 no longer sold
VITA: Region-free for physical games (not downloads), backwards compatible with PSP, but only if you bought the game online (not on Disc)
PS2: Discontinued and was also region-locked
PSP: Discontinued (but you may still find some lying around somewhere)

So... at this point, honestly, your best bet will probably be PS2 and PSP emulators, which we generally don't discuss on this site, but it's to the point where you essentially can't otherwise play the games you bought.

And as for the sequel, if you can spring for it, I'd say you might as well go for the PS4 so that at least you'll have the most forward-looking console going forward.
