Sasuke can use Chibaku Tensei because he once used it directly through Hagoromo sealing method to seal Kaguya, make it easier to learn.
Rinnegan just grant access to Six Paths jutsu, it doesn't mean the user automatically mastering all the Six Paths jutsu; it still depends on user hence there's difference between how Madara and Nagato using Rinnegan.
