It is just weird that Kishi would create a new character/villian for Naruto's last blowoff. Instead of using someone like Orochimaru. Unless of course it is the start of a new anime series or there might be new movies every year. Then who cares. But otherwise it wastes screentime on a new guy no one will care about after the movie is over.

Also kind of funny how Hanabi will become significant to the plot. Hanabi who has appeared in like two panels during the entire manga. At least we know the main cast and mission of the movie. The rest just get cameos. If we fill in the blanks, we now know what Kakashi, Sasuke, and Naruto, were talking about. Naruto was talking about this mission. Sasuke protecting Konoha and Kakashi while he is gone. And Kakashi about sending those five on a dangerous mission,

It was revealed that the Sage's brother had the byakugan, so there Kishimoto created something upon which the movie can be built. The Hyuuga were always left out of the main plot, so maybe in this movie...

My only problem with random people appearing is that everyone who matters should be present in the final war. And this guy wasn't there. Although a good opening for the movie could be if when the infinite tsukiyomi is cast then there's a guy in a distant village who activates his byakugan and is unaffected by the jutsu, that would make him badass instantly. As to why he was not with the Hyuuga clan, for example because his parents wanted to save him from the cursed seal so they hid him in a distant little village. Of course him turning into some evil boss could be when it is revealed why the whole cursed seal tradition really exists.
