It's a matter of perspective, but in this case I consider the conflict over the moment Touma defeated Marian. As I see it, that ended the experiment on Baggage City. Othinus just entered then diabolus ex machina style to clean up (Touma included). She didn't even stay after fighting Fiamma and Ollerus as she had no longer any interest in being there.

You could say it's the classic shounen move, introduce the next villain by making him wipe the floor with the good guys right after they defeat the previous one... Except Othinus wasn't exactly the next villain, but you get the idea, right?

Anyway, closing back on topic just so people don't say we are derailing.

I think next Railgun arc is an appropriate place for Mikoto to "recover her thunder", so to speak.
