Well, whilst I think they'd have to include a significant part of HF to cover everything, I don't think you could resolve Saber's story without significant changes.

Saber's role in HF more or less relies on you having played through the first two routes and caring for her. She gets little real character development, and once she turns Dark she is not much more than a generic villain to kill, aside from her importance to Shirou.

As for the Shirou/Archer thing, them coming into conflict like they did in UBW just doesn't make sense. Archer goes after Shirou more in UBW because he is following the same self-destructive ideal that Archer himself followed. In HF, Shirou abandons that and decides to put the people he cares for first, which is much more like Archer's own attitude (hence why he tends to protect Rin and Ilya). So, they have nothing to fight for.

Also, HF already has Shirou finding out who Archer is. It's just not really shown as being a big deal because the reader already knows.

Well, sure, but, fundamentally, it would just be a remake of the Deen anime, only hopefully better-executed. Deen tried to include as much of HF as they could fit, they just tacked it on in one arc and then ignored it in order that they could return to the standard Fate plot.

I don't think that necessarily follows. The picture is just a picture of all the servants, even Shirou is absent (well, in his normal form, anyway...).
