That's way too underleveled, indeed.
You really better start forming a CL and CA fleet, preferably Isuzu, Kitakami Ooi for the former, and Atago/Takao and Maya for the later.
Most destroyers at this point of the game aren't exactly interesting, although grinding Hibiki and Yudachi will be a good investment in the long term.
