Nothing has been said about why some of the Shinobys wear their Forehead protector after been exiled, but my guess is that this is used as a way to tell other people what Village you came from, or maybe just because the Shinoby thinks that using their village symbol is a way of getting job outside their village, Zabuza, was hired by Gatzou, and he bragged a couple of time about how Zabuza was from the mist village.
Have in mind also, whe have only seen 2 exiled shinoby's wearing their village forehead protector Zabuza and Haku, in the case of Akatsuki members is a little bit different because they have the scratch marked on it, Now You don't see Neither SAsuke or Orochimaru wearing this forehead protectors, so they are exeptions to the rule (even if they supposdley belong to another village now).
