... Isn't the first time value the start time, the seond value the end time and the third value the acceleration? So why to you have all the transforms starting at the same time?
The difference between centiseconds (SSA) and milliseconds (SFX/VDub) is the degree of precision in timing. It's sounds corny but centiseconds/hundredth's of a second are accurate to two decimal places while milliseconds/thousandth's of a second are accurate to three. It's 0.99 versus 0.999.
