I have a feeling that the Lemerio guy is trying to play both sides and find the best way out of the situation. He will play Nora the 20 Lumione and cancel Lawrence's debt, and use the rest to save his company. It would be foolish to scuttle the entire operation over 70 Lumione, which is what will almost inevitably happen if he pushes things too far.

Like they say, they are eliminating the threats (Horo, Nora, Lawrence) so that any of the three will not tell anyone they smuggled gold.
